The Study Of Oversize And Overload Transportation Under The New Administration Of Hebei Province

With the deepening of Hebei Province's reform and the rapid development of national economy,the demand for transportation increases fast.However,driven by interests,the phenomenon of oversize and overload transportation becomes more and more serious.Oversize and overload transportation is known as the first killer of highway.It not only seriously damages highway and bridge facilities,but also causes road traffic accidents,endangers people's life and property safety,and disrupts the order of transportation market.This article takes this as an entry point,to analyze the current phenomenon of oversize and overload transportation under the new administration of Hebei Province from multiple perspectives.So we can establish effective long-term governance mechanism which is with completed legislation,clearly defined ownership and power and responsibility,smooth and stable system,to promote the healthy development of Hebei Province's transport industry.First,on the basis of explaining the background and significance of the thesis,this paper systematically introduces the literature research on oversize and overload transportation at home and abroad.Meanwhile,the process of perfecting the laws,the regulations of overloading and the relevant measures are also introduced.Secondly,this paper introduces the current situation which includes the existing problems and the influence to the society of Hebei Province from the two aspects:administrative and legal system.From the perspectives of legislation,law enforcement,management and interest,this paper analyzes the causes of oversize and overload transportation in Hebei Province.Finally,because based on other laws,we can not cure the the phenomenon of oversize and overload transportation.We should put forward the measures to take the legislation as the main principle,which means to bring the oversize and overload transportation into criminal law regulation.In order to achieve this goal,it is necessary to provide assistance from three aspects: law enforcement,administration and innovation to improve the transportation management system.
