Study On Governance Measures For Overload Road Transportation In Dongguan

Overbading vehicles are the number one’killers" for highway bridge and it is also arch-criminal causes for traffic accidents. In view of this, it is necessary to comprehensively analyze the overloading transportation phenomena and its corresponding causes, studying the work target and treatment methods to solve this problem. Under the new requirements of the government, some new strategies should also be proposed to protect the safety of highway infrastructure and improve the operation efficiency and service life of the highway, so as to promote the healthy and prosperous development for road transport market. In 2008, the People’s Government of Guangdong Province proposed reasonable suggestions for treating vehicle overloading transportation and the suggestions was put in place by Guangdong Provincial Transportation Department and other departments. With the gradual improvement of the theory about overload transportation, people have a more clear understanding of overload. Through in-depth analysis of the phenomenon, this paper has put forward the implementation of the management strategy to ensure the Dongguan city to carry out overload transportation treatment smoothly, to create a good market environment for the transportation. To a certain extent, it help reduce the occurrence of traffic accidents, and provide protection for people’s lives and property.In recent years, since the companies in Dongguan has continued expanding and the highway construction has developed very fast, most of the towns in Dongguan have their own fast track. According to statistics, by the end of 2015, the total mileage of highway in Dongguan has reached 5144.91 km, in every one hundred square kilometers, the mileage of highway has reached 208.7 kilometers and the road density is at the leading pos ition in China. In the overload transportation treatment program for Dongguan, it is proposed that some stations should be established to supervise the passing vehicles by video. In addition, some supervisory measures such as daily check and occasional checks should be taken to verify the source of freight and master the basic freight status in the regioa According to the inspection results, in the first half year of 2015, the number of overloading vehicles founded in Shijie town in Dongguan is up to 209 and the fine is as high as 381300 yuan.The problems existed in road overloading transportation governance in Dongguan includes that the joint administration of various government departments is seriously formal, modern governance law enforcement skills are outmoded, contradictions exist between law enforcement personnel and drivers, measures for malicious interference for law enforcement are improper. The main leasons for these problems are that joint treatment pattern for various government departments has not been formed, a unified transportation network for vehicle overloading transportation governance has not been built, the conditions for vehicles entering transportation market is not strict, the legal system of overloading transportation governance is not sound. Using the road transportation overloading treatment experience of in and abroad for reference, in this paper, some suggestions have been proposed, they are unifying the rate calculation method, setting overload transportation upper limit; building long-term mechanism for multi-department linkage treatment; planning and preparing for long term treatment for road overloading transportation, transportation departments being the main force for treating overbad transportation, the relevant administrative departments conducting strict law enforcement according to their responsibilities; laying out detection stations in depth; strengthening the freight market regulation, goods transportation organization, market management and access; strengthening related legal construction including deepening the reform of road transport industry management system, establishing a long-term overloading transportation governance organization and improving the relevant legal system; countermeasures for improving law enforcement for overloading transportation governance including creating new technological methods, strengthening the efforts to source supervision, setting up the authority of administrative law enforcement, strengthening the construction of law enforcing teams and so on.
