With the innovation of governments' management mode and the transformation of social governance pattern,as an important force of government governing society,social organization has been continuously introduced into the social governance pattern.The evaluation of social organizations has become the important tool to ensure and enhance the effectiveness of social organizations participating in government governance.In our country,social organizations have been evaluated for more than 10 years.From central to local,departments and institutions concerned with the management and construction of social organizations are actively exploring assessment models suited to China's national conditions and local characteristics.Evaluation coverage has been greatly increased,and evaluation is gradually being legalization,standardization and specialization,which is entering a new era.Recently,although the work of social organization evaluation in our country has made considerable progress and certain achievements.However,there are some problems in the current situation,for example,the evaluation plan is not reasonable,the evaluation organization is mixed and lack of motivation to develop,the evaluation result is not accurate and the application is improper,which is due to the lack of evaluation and the lack of necessary supervision of the effectiveness of evaluation.Author draws lessons from the theory and practice of meta-evaluation in the evaluation system of higher education,and attempts to explore the introduction of meta-evaluation in the field of social organization evaluation,that is to say,to re-evaluate the work of social organization evaluation,and to construct a meta-evaluation system of social organization.The evaluation work of social organization is supervised by meta-evaluation,the market of social organization evaluation is standardized,and its healthy development is made.Finally,the scientific,standard and effective evaluation of social organization is promoted.Under the background of the national social organization evaluation,this paper takes the development and evaluation of the social organization in Changchun as the basic point of study and the concrete visual threshold.On the basis of the close combination of the author's social organization evaluation practice.The basic procedure,concrete process,achievements and existing problems of the evaluation of social organization in Changchun are investigated in detail.The construction of meta-evaluation system of social organization in Changchun is discussed,and the basic concept and system of meta-evaluation of social organization are put forward.The implementation principles and procedures,main contents and methods,relatively complete established the basic index of social organization meta-evaluation,for Changchun social organization evaluation work order,high efficiency and high quality.The exhibition provides support and assurance.
