Presently,the dividends of Open and Reform of China are being unfolded in terms of economy,politics,culture,education,etc.,while the masses become increasingly concerned about the sense of service for people on the part of government.Against such a background,governments of all levels,with a focus on the principle of service for people,are dedicated to promoting a transformation from the official-oriented administration system to a people-oriented one by means of various reforms of the political system.The education department,as an administrative body closely associated with public life,faces some urgent problems to be solved,e.g.,how to improve the working motivation of stuff in the education administrative department,how to increase their working efficiency,how to enhance their sense of service for people and how to make education fit in with the times as well the social development so as to provide brilliant talents for different industries,all of which bring forth a topic of both theoretical and practical significance.The author conducts an analysis of the current performance assessment of stuff in the education administrative department,identifies the root of relevant problems,studies some good experiences as reference,and formulates an effective method for performance assessment of the stuff based on the basic conditions as well as the social development features of China.The thesis adopts a case-study approach,namely,uses the performance assessment of stuff in the education administrative department of W District,S City as a sample and analyzes the problems in the implementation of such an assessment framework in terms of concept,technique and system.On the basis of these,the thesis proposes a series of solutions for improvement,which include enhancing the understanding of performance assessment and its strategic significance,clarifying the subject and the object of performanceassessment,establishing a scientific performance index system and strengthening the dynamic monitoring of the performance assessment from different perspectives,e.g.,the creation of a cultural environment as well as a legal environment for the performance management of education administrative department.
