Performance management, organizational and personnel for improving performance, improve the incentive mechanism, establish organizational values and achieve strate gic goals. Public Sector Performance Management is the current world of administrative reform is a hot issue of common concern, not only to improve the administrative efficiency of the basic approach, but also the construction of public service government to pass. Tax authorities as the country's major public sector, how to strengthen and improve performance management, improve the performance of departments and personnel, has become an important topic in the tax department.In China, for the tax department of theory and practice of performance managemem research is still in its infancy. Based on the study of Western art on the basis of performance management theory, for the tax department of grass-roots problems in performance management and analysis of the causes and learn from some of the advar(?)ced experience of the domestic tax department, tax department put forward a sound performance management, grass-roots proposal, trying to build a with our grass-roots tax department performance management system. Introduced the basic theory and research tax departments, and with exanples of the tax department of grassroots organizations to set and so on. Defined the basic state tax department of the difference with other departments to make research nore focused. The third part of the grassroots in the tax department of the status of performance management and problem analysis, the combination of M County, Linyi City, the actual state tax department, tax department for the primary analysis and evaluation of the performance management system, identify its shortcomings and the existence of the deep level reason for the new performance management system design basis.The fourth part of the paper introduces the performance management of domestic tax department more successful grass-roots approach, and summarizes the experiences of its success can be reference for the establishment of a new performance management system to provide practical support points.The fifth part to my thesis, Performance Management grassroots tax problems, combined with modern performance management of the basic theory and method, from the tax department's strategic goals and objectives, proposed to build grass-roots tax department of the performance management system objectives and principles, performance management target system design and basic ideas and developed a performance management system's main flow. Balanced Scorecard theory, the tax department of strategic planning and the actual work of grass-roots tax department, was designed based on the Balanced Scorecard performance indicators of primary tax, and every level to the grassroots units and tax officials, and to determine the index criteria and weights,In the Performance Management System, the proposed optimization of the performance management appraisal system, the communication and performance management system throughout the total process. Proposed the use of computer information systems to establish a comprehensive performance evaluation, performance appraisal enhance the objectivity and scientific. Training for strengthening the tax to increase the construction of organizational culture and innovation, a clear performance culture, organization, and performance management information system applications and other specific practices. The use of performance results presented in the material incentives and non-material incentives combination of the establishment of a wide range of incentive mechanisms.
