Improving performance is one of the significant targets pursued by public administration.The Third Plenary Session of the Eighteenth Central Committee of the CCP for the first time proposed to “advance the modernization of national governance system and competence”.Performance management has gradually become a barometer for the administrative management of governmental departments.Establishing a scientific and sound performance management system is increasingly emphasized by governmental departments in all levels.As a basic department of public welfare,meteorological department is fundamental in the national governance system.Hence it should reflect its problems and seize the opportunity to develop rapidly in the trend of comprehensively deepening reform.It is significant to speed up the establishment of management system to meet the need of meteorology modernization,so as to serve the modernization of governance system and capacity as well as to make new achievements in meteorological department of Guizhou Provence.Therefore,it is necessary to make good use of performance management which is a modern method with long-term effect.In this context,as a stuff having been working in the provincial meteorological administration and engaged in objective performance management for nearly a decade,I carefully studied relevant research productions of performance management of the government departments at home and abroad.And based on the study,I start from the research on performance management status of meteorological department in Guizhou Province,and then use the notion,method and experience of performance management of the government departments for reference to explore the problems and shortcomings of the current performance management system of meteorological department in Guizhou Province,so as to pinpoint strategies and methods in the dimensions of improving the system security,process re-engineering and operational mechanism of the performance management.This paper strives to form a clear andeffective meteorological performance management system in Guizhou,to further promote meteorological management toward a standard,open and transparent,practical and people oriented,efficient and honest situation,and to effectively improve the service capability to accelerate the development of local economy and society by utilizing performance management method in meteorological department of Guizhou Province.First of all,aiming at the outstanding problems existing in the performance management area within the meteorological offices of Guizhou Province,the study proposes institutional safeguard for it,especially,by adopting scientific performance management approaches,the reliability and validity of performance assessment indicator system have been effectively improved.Second,re-establishing the performance management flow of the meteorology departments of Guizhou Province,in which each section and step are closed linked together with mutual assistance and advancement and self-optimizing and improving,is formed.It provides operability to the value pursuit of performance management of meteorological offices.Last,improving the operational mechanism of the performance management of the meteorological departments of Guizhou Province.so as to create premium efficacy and competence,and promote the upgrading of the performance management of the meteorological departments of Guizhou Province.With the strategies of the mentioned three aspects,the performance management of the meteorological departments of Guizhou Province could better play the role and function of meteorology in providing the safeguard in the maximum degree to the development of local economy and society and the welfare and safety of people in new time and environment.
