Providing efficient services with high quality and improving the performance of public organizations are the purposes of modern public departments. As an effective management method, performance management catches a broad attention in public management. In China, the police department has both the role of administrative law enforcement agency and the role of penal law enforcement agency. Beside this feature, the performance is the first purpose of it liking other public departments.Based on the theory of performance management, this article expatiates on the forms of performance management and the influence of its development on the China's development of public security department. It also seriously, systematically and scientifically analyzes and demonstrates the new issues in public security sector under newly environment. According to the law of public security sector development, this article brings forward the guiding thought, aim of development and the main task of performance management.As the core, this article puts forward solutions for the problems in inner performance management in police department with regard to factors of conception, policy environment, managing institution, and running system. These solutions tally with reality in police department, with the guiding and reference significance in reality.
