In recent years,with the continuous deepening of China's administrative system reform,performance management arouses extensive concern of governments at all levels,and has gradually become hotspot and direction of the reform.However,as the government performance management is in the initial stage and its practice is still in groping,there are a lot of problems and deficiencies need to be solved.Based on The Balanced ScoreCard Theory,this paper makes an investigation on the government performance management in Suzhou G district.It is found that the main deficiencies are: First,there is a lack of participation in performance planning;Second,the rationality of performance evaluation index system and the science of performance evaluation need to be further perfected;Third,the feedback of performance is relatively rare,and the application of performance evaluation results is less diversified.The main reasons are as follows: First,there are restrictions from institution and mechanism,and the understanding of ideology is insufficient;Second,the fine refinement of performance management is not sufficient,and the communication mechanism as well as the incentive measures are not perfect;Last,there are lacks of appropriate technical and information system supports.In view of the existing problems,this paper puts forward the following solutions,according to The Balanced ScoreCard Theory and the situations of Suzhou G district.First,it needs to strengthen the system construction,and to make the mission,core values,vision,development strategy and strategic objectives clear;Second,it needs to design a more scientific performance evaluation index system;Third,it needs to strengthen the guidance,and to promote the refinement of the implementation ofperformance management;Fourth,it needs to establish a multi-subject assessment,improve the performance evaluation methods,and make the performance evaluation more scientific so as to prevent assessment deviation;Fifth,it needs to improve communication mechanism and channels,strengthen the application together with feedback of performance management results;Sixth,it needs to establish an information system of performance management of Suzhou G district,to improve the informational level by means of information technology.
