With the developmentof,technological progress and the improvement of people's sense of being served,the performance management of government departments has been widely concerned and discussed.Since the 1990s,China began to implement the practice of performance assessment.The national taxation department ranks the first in the number of government departments with a huge army of 800,000,and undertakes the important task of organizing fiscal revenue and adjusting and controlling macro-economy,which is a solid foundation and strong guarantee for the smooth operation of the whole government system.The work of the tax department is closely related to many taxpayers and commercial activities,and its administrative efficiency is directly related to the credibility and execution of the government.Performance management plays an increasingly important role in promoting the modernization of tax system.Taking the X district tax bureau in the paper as an example.In the reform period of national and local tax consolidation,the service efficiency and work effect of tax departments are facing higher requirements,and performance management is the key to lead the cadre team of tax system.This paper uses the balanced scorecard theory to improve the current performance management system of tax authorities,and establishes a set of performance management program with reasonable indicators,simple assessment and prominent emphasis,so as to make beneficial supplement and adjustment to the current performance management system.
