| In response of increasingly tough situation of the care for the elderly,the concept of government purchases of services has been applied to the care service system.It is of great theoretical and practical significance for the government purchases of home-based care services to accelerate the transformation of government functions,to innovate the public management models,to build a service-oriented government,to promote the efficiency of public finance,to improve the quality life of the elderly,and to stimulate the construction of a harmonious society.The aim of this study is to propose countermeasures and suggestions of improvement of government purchases of home-based care for the elderly in Taijiang of Fuzhou,by means of the on-site inspections and document researches and of the combing and analysis of exiting system deficiencies in Taijiang of Fuzhou by citing Taijiang district in Fuzhou city as a case for demonstration.This study reveals that even if the mechanism of care services purchases has been established and interrelated preferential policies have been provided by the district government of Taijiang,but there are still questions lie in the process of actual purchases,such as the high degree of government intervention and the passive participation of social organization.To this end,this study proposes targeted and specific countermeasures and suggestions for the government:first,the government needs to clearly locate the definite positioning of care services model,to improve relevant laws and regulations,and to strengthen coordination and cooperation with all departments;second,it is necessary to increase investment,to expand the scope of government procurement,and to constantly enrich the corresponding service content;third,the overall assessment mechanism and the service level should be further improved to ensure the purchase effect;fourth,it is to strengthen the supporting force,to foster social organizations and to promote the competitive purchase. |
