These years,with the stable but quick development of Ningde's economy,Ningde has achieved promising results in the aspects of politics,economy,society and etc.At present,Ningde has approaching the spring period in realm of scientific development;and along with the pregnant reform of economic regime,as well as the changing of interest pattern,economy and society tend to become more complex.This situation brings more burdens on the management of villages and towns,as it cannot meet citizen's needs towards public service,because of its left-behind and extensive management method,the inefficiency and low service quality.That is,the traditional way to manage public affairs is out of date.Thus,it is urgent to seek for a new way of social managerial model that fits the trend of on-going status of villages and towns' development,the way that directs the new approach to change traditional sense so as to nurture new concepts for innovation.Gridding management,which depends on digital information platform,is a new model coming up recently.It streams social service management down,integrates resources efficiently,and shares information in a more reasonable manner,which facilitates the informationization,Refinement and dynamicity.It has been widely employed in city management in recent years,and wielding striking advantages,which in turns makes it more reliable and applicable.At the same time,it is still in exploring phase when applying to the management in villages and towns.In year 2014,Ningde took the lead in carrying gridding management out as a test in Jinhan town Jiaocheng District,and brought a good effect.In the progress of developing Gridding Management in Jinhan town,by relying on the general public alliance,conflict resolution,substratum consolidation,and resource integration,it realized the settlement in boosting basic level establishment on innovation-driven based management method,closed overall relationship,and advanced social harmony.Afterwards,Ningde more widely promoted gridding management in municipality level,and launched more complete gridding management service platform.However,there also shows up a series of problems in talent management,platform construction and management operation,when going steps further in this management scenario.Hereby,through analyzing the gridding management related references and theories,and drawing lessons from other regions' advanced experience,the author further reinforces the gridding management in Ningde's rural towns basing on Ningde's current situation in the facets of infrastructure consolidation,platform establishment,investment intensification,and management optimization.
