| Food safety concerns everyone's vital interests.It is related to the people's livelihood and the people's morale,and it is related to economic development,social stability and the country's political security.The economic and social development,people's living standard continues to improve,China's food supply from supply to gradually achieve adequate food and clothing to the key stage towards a well-off people,the requirements for food are not only the number of requirements,and pay more attention to food quality,the constant pursuit of green,organic,safe and secure food.With the continuous development of large-scale production and industrialization of food production,the emergence and complication of new technologies,transgenic and other new materials,the task and situation of food safety supervision are becoming more and more serious.In recent years China's spate of fluke company using expired meat,rice,cadmium tainted steamed buns,drainage oil,melamine milk powder,poison ginger and a series of food safety incidents,causing consumer concerns about food safety,but also attracted the attention of the principal leaders of the CPC Central Committee and state council.Start at the beginning of 13th Five-Year,general secretary Xi Jinping made special instructions on food safety requirements,firmly establish the concept of development to the people as the center,the implementation of the "four most stringent requirements,effectively protect the people safe tongue"."The law is the rule of Jack,good law is the premise of good governance".In June 1,2009,the first "food safety law" was put into effect,and the sectional supervision on food production,circulation,catering and quality of agricultural products was established,the law of the time,along with the economic and social changes the development of the lag,inappropriate to highlight day by day.With the acceleration of the process of amending the law,the National People's Congress of the twelfth session of the fourteenth meeting of the Standing Committee in April 24,2015 by the revised "food safety law",and decided to implement since October 1,2015,marking the food safety supervision and law enforcement in China entered a new era.The author of this article from a grassroots food safety supervision and law enforcement personnel perspective,in the experience of industry and commerce,quality inspection,food and drug administration system reform,combined with the daily supervision of law enforcement practice,summing up the work of supervision and law enforcement problems,in-depth analysis of the cause of the problem,in the analysis of the developed countries the United States,European Union,Japan and other advanced in food safety based on the experience of law enforcement supervision,puts forward countermeasures and suggestions to improve the food safety supervision and law enforcement in our country,the formation of a good pattern of social governance.There are four chapters in this paper.The main contents are as follows:The first chapter is an overview of food safety supervision,through the relevant analysis,summary of the concept of food safety of China's current food safety situation and situation,and analysis of China's food safety regulatory system and the historical evolution and the advantages and disadvantages,so as to have a clear understanding of China's current food safety supervision.In the second chapter,the author combines the specific situation of his work,and uses the method of empirical analysis to sum up the difficulties of supervision and law enforcement encountered by law enforcement officers in the grass-roots supervision and law enforcement,and analyzes the causes of the problems.The third chapter analyzes the specific measures taken by developed countries,such as Europe and America,and draws on the good experience of strengthening supervision in china.The fourth chapter,according to our country's concrete reality,puts forward the countermeasure suggestion to improve the food supervision and law enforcement,and tries hard to form a good situation of social governance. |
