In recent years,people's daily life is tying much more closely with the telecommunication and network;therefore,suspects will use bugs of the virtual phone,mobile network,bank system and telecommunication services to fake false information sending to any victim,and now this kind of telemarketing fraud is spreading widely which has harmed a lot of innocent citizens and become a serious social problem.The telemarketing fraud has several features: huge crime number,great harm to society,and hard to defeat,and it brought great damage to people's property,serious damage to the economic order,a large waste to police resources,it also destroyed the moral and integrity which harmed the public security heavily.As a new type of crime,telemarketing fraud is formed by the interweaving of many social factors.It exposes the hidden dangers and problems in the current social management.Therefore,this article dig in the basic problems,briefly expounds the definition of telemarketing fraud,and the origin,development and the foreign experience of this crime.Through analyzing the situation of telemarketing fraud,especially the practical experience of Tianjin police on combating and preventing telemarketing fraud,get the key point and the urgent problem during investigating the telemarketing fraud.On this basis,this article will raise some countermeasures and suggestions to prevent telemarketing fraud and punish suspects in China standing on the side of public security organs,the bank and telecommunication authorities,and legal departments,and supporting to anti-telemarketing fraud by broadening the view of the public security organs.
