The Research Of Dilemma And Strategy Of Local Government Information Opening

Since the implementation of the "Government Information Disclosure Regulations" in May 1,2008,Chinese government information opening exists many problems and contradictions,although it has made great progress in the system construction,practical exploration and personnel training,especially in the local government.The information disclosure of local government basically meet the requirements of the state in the form because of the constrains of the superior or the system,such as,setting up the leading group,making the implementation plan of information opening,conducting annual evaluation,etc.However,the effect of government information opening is unsatisfactory from the opening contents,opening time,opening forms,and opening supervision,etc.And many people think that a lot of useful information is not public and some public information is not of use.In addition,modern science and technology make the government information difficult to hide.Thus,the sharp contrast exist between the objective conductions,the social expectations and the incomplete disclosure of government information.In recent years,the spread of the emergencies in the network highlights the absence of government information opening.This article makes a systematic investigation,study and thought based on the plight of local government information disclosure,including the following four sectors:The first part is about the current situation of government information opening,introducing the achievements and problems of Chinese government information publicity in the past years and the development of the right to know of the main foreign countries.It's to show the enlightenment to promote Chinese government information disclosure.The second part points out the difficulties in the local government information opening taking the Suzhou New District as an example,based on the results of questionnaire survey and individual interviews.The third part analyzes the causes of the problems of local government from multiple angles.The fourth part is to propose the development strategies of local government information opening to promote local democracy and social governance.
