Comparative Research On Government Responsibilities In Changing Mode Provide For The Aged

In the face of conditions that China is still in the developing countries and in low economic development,we entered the aging society.The population of the elderly is large and grow rapidly is the basic national conditions that we must confront.Based on the home-based care,supplemented with the community pension and supported by the institutional pension,diversified care mode is suitable for China's national strength.How to balance the development of diversified pension mode,to coordinate various bodies,creating a favorable social environment conducive to the development of diversified supporting patterns is the urgent problem that the government needs to confront.This paper firstly introduces the connotation of family pension,institutional pension and community home care,and analyses the historical background that every model emerged,and tease out the development history of different aged modes.Through describing and analyzing the current development status of the multi-mode old-age pension mode,this paper tries to predict the development trend of the future aged mode.Second,in this paper,government's pension liability in different period is classified into political,economic,administrative and moral aspects.Through analyzing government's pension liability in different endowment pattern,this paper tries to discuss the government's core responsibility and establish a system concerning about government pension liability.The comparative study of government pension liability in different period shows,legitimacy is government's inner motive power to take action,economic development determines the government's pension liability level,reasonable administrative organization ensures aged modes operate smoothly.The last but not the least,the government should take responsibility for ensuring the most vulnerable groups' rights,and assume the obligation for moral education.Finally,by systematically summarizing government's responsibility in multiple aged models,this paper tries to provide advice on constructing the government pension liability system,and discuss the government's pension liability over a period of time in the future.
