The rising up of knowledge revolution brings up information technology symbolizing as internet and permeates every social aspects immediately. Not only thought pattern ,value conception, produce pattern and living pattern have been changed, government, as the biggest owner, producer and user of information resource in society, but also witness a whole-brand new developing time, which is E-government time showing on internet applying in government management and service.On the basis of serving with government reform, the thesis makes research on some transformation issues of government management model from E-government perspective.First, it introduces basic feature of traditional management. Through studying on traditional management model, two predicaments that government meets in international society are pointed out: low management efficiency and descending legitimacy.Second, the main pattern and value significance are analyzed. Carrying out of E-government is helpful to realize the transformation of government spirit and build up customer-oriented government; to transform the bureaucratic organization system into a flat network; to transform the work process into a business procedure; to transform the governmence structure into a joint governmence by country and society; to transform the government mission into a service-oriented government.Complexities are discussed in E-government developing step.
