Self-supporting public institution is the most special kind of public institution,which is a typical product of planned economy and market economy,and it often has the multiple features of the administrative tendency of management,the product marketizantion and the service publicity.Researches on the transformation problem of such institutions,there can help to understand their characteristic evolution path,to explore the future development trend,and which can also provide valuable reference for public institution reform and optimizing the functions of self-supporting public institution.Based on the theme of “the transition of self-supporting public institutions” and guided by Coleman's rational choice theory,the research takes F,which is self-supporting with the repair management of directly owned public houses as its function,as the object of case study.Therefore,F is studied as a dynamic legal person actor,and with its general conditions in mind,the research progressively probes into its complicated transition from three major aspects,including transition process restoration,transition factor analysis and transition path summary.By dynamically restoring the development transition history of F,the research outlines its two major transition stages:(1)The transition from traditional public institution to enterprise-oriented operation(the early 1990 s to 2003).(2)The transition from enterpriseoriented operation to the emerging social enterprise business model(2003 to today).Furthermore,it is pointed out that there are four major factors behind F's transition: marketing factor(regulate and control resource allocation),administrative factor(collaboratively promote governance),social factor(expand public space)and internal factor(create basic resource).Eventually,the research summarizes the transition process of such public institutions: from “administration-oriented to service-oriented” and from “instruction-oriented to market-oriented”,a transition from “controlled management” to “independent management” can be completed,representing a special transition path from “passive adaptation” to “active selection”.Since the transition path of self-supporting public institutions is studied from the perspectives of organizational sociology and transition sociology,the research results are contributory to the understanding of some urban structure transitions under the backdrop of political and economic system reform,providing references to the exploration of transitions of organizations with the same development background and homogeneous structural features.
