Research On Stakeholder Cooperation Mechanism Of Public Service Platform Construction Based On Social Network Analysis

With China’s rapid economic and social development, make public service benefit more and more people has been extremely urgent. It includes build a service-oriented government, establish and improve public service system, make traditional public service industry transform to modern public service industry. In this context, public service platform came into being. It is an important way to widen and deepen the service provided by public service platform with information technology. Traditional research on public service platform was always carried under technical perspective, concerns more about software architecture, while neglect cooperation mechanism of the platform. It determines who should lead the construction of the platform and how to coordinate the stakeholders that determine the construction and application effect of the problem. Therefore, the paper took public service platform as research object to study cooperation mechanism of public service platform construction under organizational perspective.This paper falls into six sections:Chap.l expounded research background, objective, significance, contents, structure and main innovation etc. This part provided an overview of the whole research. Chap.2reviewed the theory and application as to public service platform, cooperation mechanism and social network analysis. Chap.3identified public service platform construction cooperation mechanism as three types. They are Government-oriented Cooperation Mechanism, Industry-driven Cooperation Mechanism and School&Scientific Institution-driven Cooperation Mechanism. After that, the paper recognized the stakeholders of each cooperation mechanism. Through analyzed the relationship among the stakeholders, the paper built cooperation mechanism model of the above three cooperation types. Chap.4analyzed the above model using SNA, and then provided feasible suggestions about the selection and application of cooperation mechanism, involving cooperation mechanism selection, making the cooperation between stakeholders easier, strengthen supervise on application service providers, strengthen the initiative of administrative department and deepen the participation of application users. Chap.5took S Province geography information public service platform construction as example, though analyzed the cooperation mechanism among stakeholders, the paper demonstrated that conclusion got through SNA can be used to guide practice. However, deal to the divergence between different platforms, we should take specific situation into consideration when building cooperation mechanism. Chap.6summarized the paper, including main research fruits and the further prospects.The main innovations are as following:Firstly, the paper analyzed the problems under organizational perspective that broke the limits of traditional research that were always carried under technical perspective. In this way, the paper built Government-oriented Cooperation Mechanism, Industry-driven Cooperation Mechanism and School&Scientific Institution-driven Cooperation Mechanism to offer reference models for public service platform construction. Secondly, put forward suggestions to guide public service platform construction based on the conclusion got from SNA and practical considerations. Thirdly, illustrate the use of cooperation mechanism with the aid of case study.
