| China entered an fast-developing era and has every aspects of its society increasingly developed since it has attached importance to non-public economy in 1978.The new era brings new opportunities as well as new difficulties to the development of non-public economy.However,in the new era,neither intrinsic nor extrinsic factors that used to limit the development of non-public economy necessarily disappear or decreased.In fact,the Industry and Commerce Association(ICA)will stay the same serving as the tie,the link and the assistant in the relationship between the party and government and the non-public sectors.It will still play an important role in economy,consolidation and civilian engagement.So it has become the new important historical mission for ICA to ensure it help the representatives of non-public sectors of economy to thrive and to improve the steady development of non-public economy more efficiently,by exploiting strong points and reduce the weak point of ICA.Starting with studying the role ICA plays in improving the development of non-public economy,this paper analyzes the importance of ICA in the process.In the paper,Wulanchabu city is used as an example.By reviewing the development history of non-public economy,the profile of ICA and its strong and weak points of the city as comprehensive as possible,this paper explains the problems that emerge in the local development of non-public economy and those clogging the development.It gives suggestions and countermeasures in ICA structural reform and related policy reform,in strengthening its guidance to non-public businesses,in improving its service mindset,and in driving the construction of primary chambers of commerce.Meanwhile,taking the organization,function and duties of Wulanchabu ICA as field for deeper research,this paper makes some thorough and visionary thoughts and some independent and earnest explorations in ICA promoting the non-public economy in the new era. |
