Evaluation And Improvement Of The Policy "Plastic Restriction"

The abuse of plastic bags in twentieth century has caused serious environmental pollution problems.In twenty-first century,many countries in the world issued laws and regulations to restrict or prohibit the use of plastic bags.By the end of 2007,Chi na's State Council issued "on the restriction of production and sales of the use of plas tic shopping bags measures",On June 1,2008,China carried out the "plastic restricti on",putting the system of paid use of plastic shopping bags into effect with the purp ose of restraining using plastic bags from the sale.By using the method of collating literature,comparative analysis and on-the-spot investigation,this paper tries to objectively reveal the real changes before and after t he "plastic restriction" so as to evaluate and analyze the policy.Through all of the dat a showed,the plastic bag reduction effect after the implementation of overall policy i s general,but this policy significantly affects the use of category structure on plastic bags.That is significant reduction happens in regular commodity retailing places an d non formal commodity retailing places almost have no reduction of plastic bags.According to all sorts of factors behind execution dilemma,learning the successf ul experience of foreign countries to limit the use of plastic shopping bags,based on t he actual situation in our country and in Dalian city.This paper puts forward some sp ecific countermeasures and suggestions."Plastic restriction" policy is of great signifi cance to educate the public,improve the awareness of environmental protection and change the unfriendly lifestyle of the environment.The educational significance of"plastic restriction" policy can be used not only in environmental protection,but also i n urban civilization,social order and other aspects.The "plastic restriction" policy ha s almost no effect on the implementation of informal retail sites,which reflects the la g of quality education and the weak supervision ability of the executive organizations.In the future,the design,introduction and implementation of similar public policies should draw lessons from experience and pay attention to the improvement of the sys tem construction and supporting measures.This paper first describes the background and significance of the research,and als o introduces the research review of "plastic restriction" at home and abroad,and put s forward its own research methods and ideas.Then,starting with the definition and t heoretical basis of the basic concepts,this paper explicates the concepts and theories appearing in the article.The analysis of the current situation of the implementation of"plastic restriction" policy is the key chapter of this paper.First,the policy of "plasti c restriction" is interpreted,and then the methods and conclusions of "plastic restricti on" are expounded.Then the background of the policy "plastic limit" is introduced.From policy formulation,policy content,policy implementation,policy status and ot her aspects,mainly based on Dalian city,this paper launched a study of a series of th e different subjects and objects of the "plastic restriction" in Dalian city,and on this basis,the implementation of "plastic restriction" in Dalian city is concluded.Then,a ccording to the present situation,the reasons for the inefficiency of the "plastic restri ction" policy are analyzed,and the problems existing in the policy subjects,policy ob jects and policy environment are summarized.After that,the author puts forward so me suggestions to improve the effectiveness of the "plastic restriction" policy.From t he enlightenment of international experience and lessons,the corresponding solution s are put forward according to the policy subjects,policy objects and policy environ ment.Finally,the main conclusions and shortcomings of this paper.The main ideas a nd enlightenment are summarized,and the further research is prospected.
