Research On Social Crisis Governance Oriented To Smart City

Nowadays,the flourishing development of urbanization in the global scope is deeply influencing and transforming the whole world,and the city has become the main driving force for pushing the world forward.As the rapid development of urbanization promotes the redistribution and integration of social resources in the cities,cities not only provide opportunities for social development,but also bring about various social crisis and challenges.With the increasing number of social crisis factors to the city,which is characterized by complexity,uncertainty,interdisciplinary and non-linearity,it leads to the continuous occurrence of urban social crisis and a series of urban governance problems.Under the theme of peace and development,after nearly 70 years of rapid development of urbanization in China,the level of urbanization continues to improve.But peace is not equal to security.The social crisis in the city has become the main factor of threatening the economic development and building a harmonious society in our country.At the beginning of the construction and development of the smart city,our government has devoted itself to introducing the concept and technology of the smart city into the governance of the urban social crisis,and has achieved good results.However,there are some problems oriented to the process of the construction and development of the smart city in our country's urban social crisis management at present,such as the separation of technology and idea caused by technology first,technology as the center;ignoring that the public is the protagonist of the smart city,the multiple participation governance has not been well implemented;the department barrier,the heterogeneous data,the existence of the reality problem of the isolated island of information;blind establishment of various data base,governance platform,lack of a comprehensive governance center.Of course,the governance of urban social crisis must be prevented and predicted by the big data,internet of things and other technologies.Through the seamless integration of city's daily operational monitoring and emergency response,effective governance can be achieved.But these problems have not been well pay concerned and solved.On the basis of studying the development of the theory and practice of the smart city,the author puts forward some countermeasures against the problems existing in the process of governing the social crisis in our country,in the hope of helping to promote the urban social security and harmonious development.The paper is divided into six parts: The first part is the definition of the relevant concepts and related theories.Defining the concepts and characteristics of smart cities,crises,social crises and social crisis governance.The application of smart governance theory,social crisis governance theory and holistic governance theory in the governance of urban social crisis.The second part analyzes the correlation between smart city and social crisis governance.This part analyzes the proposal of social crisis governance oriented to smart cities,demonstrates the compatibility between smart city theory and social crisis governance,and the characteristics and goals of social crisis governance in smart cities.The third part analyzes the problems of social crisis governance in China's smart cities.Some developed cities in China have begun to adopt the idea and technology of smart cities in the governance of urban social crisis.However,some problems have emerged in the process of their integration.For example,the concepts of people-oriented wisdom governance is not well-conceived,and the goals of governance are pursued in terms of maintaining stability,implementing administrative one main body on government,the fragmentation of the governance application platform,and postposition of the center of governance process etc.The fourth part,analyzes the reasons of the problems in the process of governing the social crisis for smart cities.The current social crisis governance in our country lacks the idea and method of smart governance.There is no choice of wisdom governance concept of smart city.The multiple participation governance environment is not mature,the effective comprehensive governance center system is lacking,the organization coordination mechanism is not broken under the traditional system,and the whole process governance system is lacking.There are some problems in the mechanism of social contract,such as the shortage of social capital.The fifth part,the experience and enlightenment of smart cities in the governance of urban social crisis.This paper summarizes the successful experience and enlightenment of applying the concept and method of smart cities in the governance of social crisis in Shanghai,Nanjing,Baltimore and Rio de janeiro.The sixth part is the social crisis governance countermeasure oriented to the smart city in our country.In view of the problems and causes in the process of urban social crisis governance in our country,the author puts forward some countermeasures and suggestions on the application of the concept,theory and technology of smart city,including idea renewal,system and mechanism innovation,process transformation,technical support and environment creation and so on.
