Study On The Role Of Smart Governance In Resolving Social Contradictions

The resolution of social contradictions is an important part of social governance,and the level of social contradictions resolution determines the effectiveness of social governance to a great extent.Raising the level of resolving social conflicts is not only an inevitable way to effectively deal with the interwoven nature of old and new problems,but also an essential part of promoting the modernization of social governance.The smart governance characterized by the wide application of digital technology provides a new way of thinking for effectively preventing and resolving social conflicts.In the previous literature,the research results on the formation and institutional resolution of social contradictions have been relatively sufficient,but the research on the management of conflicts from the technical level lacks due attention.In terms of research on smart governance,as a new way of governance,most of the existing research focuses on the possible value of implementing smart governance and how to achieve it,while empirical research combined with local practice is relatively insufficient,and there is a lack of special research on specific application fields.Given the resolution of social contradictions is a common problem faced by local governance,and the smart governance in the early practice shows a unique governance advantages,this paper will take the role of smart governance in resolving social contradictions as the core topic,select Y district of Hangzhou city as the research object.How does smart governance promote the resolution of social contradictions,what effect has been achieved and what is the mechanism of action will be the three questions that this paper tries to answer.In the context of building a service-oriented government and pursuing holistic governance,smart governance meets the needs of governance reform in China.On the basis of determining the research issues,this paper combines previous research and official practice to divide social contradictions into three categories: daily contradictions,major social contradictions and social contradictions caused by the new economic form.At the same time,this paper selects neighborhood disputes and road traffic disputes as representative cases of daily contradictions,enterprise wage arrears early warning as representative cases of major social conflicts,and online trading disputes as representative cases of social conflicts caused by the new economic form.This paper will build an analysis framework from four dimensions of data sharing,resource allocation,process reengineering and subject collaboration,and conduct a specific analysis of the case.It is found that smart governance improves the integrity,scientificity,efficiency and synergy of social contradictions resolution from four aspects: improving the availability of governance information,scientifically allocating governance resources,improving the efficiency of contradiction resolution,and effectively mobilizing multiple subjects to participate in governance.According to the process that smart governance promotes the resolution of social contradictions,the research summarizes the mechanism of action,which takes the concept of holistic governance and intelligent technology as the premise,multi-subject cooperation and process reengineering as the process,and the formation of social community and the reduction of social contradictions as the result.
