Research On The Construction Of Smart City Under The Holistic Government Perspective

Smart city is the direction of human society and urban development.With the continuous development and iteration of digitalization,informatization and intellectualization,urban life is becoming more and more beautiful.The construction of smart city involves all aspects of production and life.It is a long-term and systematic project,with many construction subjects participating in the construction of smart city.These subjects have different interest demands in the process of smart city construction.They build smart city projects according to their own goals.These projects are an integral part of smart city construction,but such decentralized construction will form inefficient and repetitive construction and smart island.In order to prevent this phenomenon,through certain measures,it is the internal requirement of the construction of smart city to integrate the main bodies,give full play to their respective advantages,form a joint force of construction,and provide overall services for customers.The holistic government theory is an effective tool to study these integration measures,which has a strong consistency with the current situation of smart city construction.In the construction of smart city,we should practice the theory of overall government and take the road of overall promotion and coordinated construction.In order to further study the practice of smart city construction,this paper uses the holistic government theory to analyze J City as a case study.Through organization integration,business integration,service integration,cultural concept integration and other measures,J city has integrated various forces to a certain extent,but there are still fragmentation of construction subjects,construction projects and services,which are not conducive to the construction of smart city.These problems are mainly due to four reasons:the deviation of cultural ideas,the fragmentation of the current system,the lack of integration institutions and the lag of integration system.In view of these reasons,according to the basic content of the holistic government theory,this paper puts forward countermeasures and suggestions from five aspects:focusing on the integration of cultural concepts,organization,business,information and service.
