After the reform and opening up,With the rapid development of city and city expanding,the government has already built a large number of public facilities in order to meet the needs of city residents,but some of them will cause a certain impact to the surrounding environment and people's physical and mental health due to their negative externality when they are in the public service.Therefore,these public facilities once built in the "backyard",they usually cause strong psychological conflict between local residents,even the outbreak of violent protests,foreign scholars called NIMBY,domestic scholars translated NIMBY conflict.Based on combing and summarizing the domestic and foreign research,this paper defines the concept of NIMBY facilities and the NIMBY conflict,and analyzes the characteristics and types of the NIMBY conflict.Using the governance theory and the risk society theory,this paper analyzes the deep social background and its influencing factors of the NIMBY conflict in the current urban development.By analyzing the trajectory and causes of waste incineration plants in Zhongtai Yuhang,this paper sums up the causes of NIMBY conflict events:the public's perception of risk,public interests and the interests of special groups,the government closed decision,the lack of credibility of the government.Through the analysis and reference of the successful experience of the United States and Japan to the NIMBY conflict management,and considering China's specific national conditions,this paper puts forward several strategies dealing with NIMBY conflict,which include the construction of risk reduction mechanism,to improve the interest compensation mechanism and the participation mechanism,to strengthen the construction of government credibility and improve relevant laws and relief system.
