The Public Value Management Of NIMBY Conflict

With the development of our economy and urbanization,generally speaking,our country's development shows a good trend.However,the pressure of resource demand and urban pollution are increasing,which has intensified different kinds of conflict.Based on the analysis of domestic and foreign scholars on the study of the NIMBY(Not In My Back Yard),we found the evolution of the four stages involved in the definition of public value,and the interests of the government and disadvantaged groups.Therefore,this paper based on the perspective of public value management theory,using the government management strategic triangle model,thinking that is the definition of public value deviation,government operation ability and lack of support or legitimacy causing NIMBY conflict happens repeatedly.In order to reflect the concern of the public value management in the conflict avoidance,we should carry on the related system design from the public value,the government operation ability and the authorization environment.Firstly create public value as target,by shaping the public values and setting up EIA system to ease the value conflicts between multiple subjects.Secondly,the government can't ignore the operation ability to let various social resources play the basic role of the market;Besides strengthening the cultivation of comprehensive ability and the education of public values for government administrator.Thirdly,government managers must overcome the difficulties to obtain sufficient external authorization environment,which includes overcome NIMBY negative externalities and ensure a good legal environment to establish and consolidate the trust and cooperation order.
