Research On Grass-roots Social Governance Under The Threshold Of Consultative Democracy

The third plenary session of the 18th CPC Central Committee formally phrase"social management"into"social governance",which is also the first time for our Party to put forward the concept of "governance" in a central file,since then,"promoting the modernization of national management system and management ability"became a bright spot of the current reform in our country.At the 65th anniversary commemorative conference of the CPPCC,president of P.R.C.Xi Jinping clearly pointed out that "things that involve the interests of the masses at the grassroots level should be widely discussed at the community level”,and"the masses are the focus of socialist consultative democracy.A large number of decisions and work involving the interests of the people mainly occur at the grass-roots level.We should vigorously develop grass-roots consultative democracy in accordance with the requirements of consultation with the people and also focus on consultations among the grass-roots masses."Consultative democracy,with its unique advantages such as pluralistic negotiated subjects,open and transparent negotiation platform,perfectly fits the characteristics of pluralistic co governance required by grass-roots social governance,is gradually become an important matter for promoting grass-roots social governance construction.This paper analyzes the current situation of Y Street's grass-roots social governance from such four aspects,which is basic research,empirical research,the development dilemma of deliberative democracy in grass-roots social governance and the path selection of deliberative democracy in grass-roots social governance.In the empirical study part,this paper use the method of questionnaire survey and field interview,while selecting Y Street residents and Street staff as the research objects,based on the empirical research of Y street,this paper analyzes and summarizes the relationship among different governance entities,the practice forms of grass-roots consultative democracy,summarizes the current governance effectiveness,puts forward three difficulties in grassroots social governance under the perspective of consultative democracy.Finally,this paper put forward a series of feasible solutions from cultivating diverse negotiation,improving governance and building a harmonious and stable communication system,establishing and perfecting the system of deliberative democracy mechanism to promote grassroots deliberative democracy construction,finally enhance the ability and level of grass-roots social governance.
