Research Of Administrative Approval Reform In Local Government

Since the 18th National Party Congress,the central government has made great efforts to implement simple administrative devolution,deepen the reform of the administrative examination and approval system,seek to improve administrative efficiency,promote the transformation of traditional government to service-oriented government and rule of law-based government,and solve the problem of excessive administrative intervention and inadequate supervision.To play a decisive role in the allocation of resources in the market.Local governments are also effectively facing the test of economic downturn,they must think about how to achieve stable growth through investment reforms,attract investment,and stand out from the competition.They must actively respond to the call of the central government and speed up the reform process.This article starts from the background of many problems faced by our country's traditional administrative examination and approval,using the overall governance theory,transaction cost theory,and game theory as the theoretical basis to analyze the motivation and urgency of the local government to deepen the reform of administrative approval system.The analysis draws on the experiences and inadequacies from the establishment of Administrative Approval Bureau to centralize administrative approval rights in the trials of Tianjin Binhai New District and Nantong City,Jiangsu Province.And the successful case that establishment of a one-stop "electronic citizen government" in Singapore and the promotion of participation of third-party social organizations in Japan.As one of the most economically developed provinces in China,Jiangsu Province has been at the forefront of deepening the reform of administrative approval system and stimulating market enthusiasm.It has endeavored to create a relaxed investment environment,reducing burdens for companies and displacing markets,and at the same time shifting its focus to In order to strengthen daily supervision and improve government service capabilities,Premier Li Keqiang fully affirmed the reform practice of Nantong City's "One Seal to the End",and the mode of the Administrative Approval Authority was gradually recognized and promoted in Jiangsu Province.Zhenjiang City,as a weak city in the southern part of Jiangsu,has been exploring breakthroughs in realizing economic development.It strives to keep up with the pace of development in surrounding developed cities.It has never slowed down its exploration in the administrative and administrative deregulation reforms.The leading Zhenjiang "e-service platform" in the country has truly allowed public to enjoy government services that "do not enter a door and everything done".In the reform of the relatively centralized approval authority,Zhenjiang City was not listed as a pilot city.This paper aims at theoretical analysis and proposes to further enhance the effectiveness of administrative approval.Only deepening institutional reforms,and adopting a theoretical perspective of overall governance,focuses on the examination and approval functions.The establishment of an administrative examination and approval authority with centralized examination and approval authority is a feasible path.Based on work practices,the author tried to propose feasible suggestions for the reform of administrative approval system in Zhenjiang City.
