| The relatively centralized right of administrative license is one of the important measures to carry out the reform of administrative examination and approval system in China in recent years.With the deepening of China’s reform of "putting care" in mind,all levels of government have made in-depth exploration of this issue.This study hopes that through the study and analysis of the reform of the relatively centralized administrative license right in Luojiang District of Deyang City,it can provide reference and reference for the reform of the relatively centralized administrative license right of the grass-roots government in Our country,so as to promote the reform of the relatively centralized administrative license right in our country.This study combs the relevant research results of the relatively centralized administrative licensing right reform at home and abroad,takes the theory of service-oriented government,the overall government,the limited government and the re-engineering of the government process as the guide,takes the Luojiang District of Deyang City as the empirical research object,uses the literature research method,questionnaire survey method,comparative research method and other research methods,analyzes the status quo,the effect,the problem and the cause,and puts forward the suggestion situating the relevant countermeasures on the basis of drawing on the domestic reform experience.The main conclusion is: 1.The relatively centralized reform of administrative licensing rights in Luojiang District of Deyang City has formed certain characteristics.The main features are: The whole process to promote the project landing,take the initiative to reduce the cost of enterprises,decentralized extension of service positions.2.There are some problems in the reform that cannot be ignored.Such as the legal system is not perfect,communication up and down is not smooth,the audit management interface is not perfect,information barriers have not been eliminated.3.The reasons for the problems of reform are multidimensional.The main ones are: the top-level design and the current reform policy support is not enough,the reform model and the current mechanism system conflict,business process re-engineering and technical means are not enough.4.The reform of other provinces and urban areas in China provides useful reference.The empirical revelation is that: the convenience service is the ultimate goal of the reform of the relatively centralized administrative license right,combined with local reality is the inevitable prerequisite for the success of the reform,and the information construction is the necessary means of reform.Based on the above-mentioned research results,some relevant suggestions are put forward to promote the deepening of the reform of relatively centralized administrative licensing rights in Luojiang District of Deyang City: establishing the idea of service,reshaping the reform orientation,speeding up the reform legislation,perfecting the supporting system,strengthening the top-level design,strengthening the up-and-down linkage,clarifying the responsibility of "audit management" to prevent the disjointed management,and realizing the interconnection of information and data sharing. |
