Research On The Reform Of Street-community System In Urban Grass-roots Social Governance

The grass-roots society is an important part of the society,and the innovation and governance of the urban grass-roots society is the key link in the transformation chain of China's social governance.As the the most cutting-edge of the urban grass-roots society,the streets and communities are most sensitive to the changes of the grass-roots society,and most effective to promote the reform of grassroots governance system.Therefore,the streets and communities' level has become an important aspect of social governance innovation at the grass-roots in most of the cities in China.For this reason,the study of urban street-community system's reform is of great practical value,not only for the innovation of urban grass-roots social governance,but also for the whole national governance system and capacity building.According to the requirements of strengthening the innovation of the grass-roots social governance under the new situation,the author picked Nanjing city of Jiangsu Province as the case,using literature analysis,case analysis and comparative analysis method,to study how to carry out the reform of the street-community system in urban grass-roots social governance.At first,this paper analysis the theoretical basis of the study,reviews the development process of civil society theory,governance theory,interdependence theory,and define the core concept of the grass-roots society,the street-community system,grass-roots social governance,and social governance innovation.Then this paper briefly expounds the theoretical research framework of the street-community system's reform,expounds the course of the street-community system's reform in China from the time dimension,and enumerates four typical cases of the street-community system's reform of urban grass-roots in different regions.Through the induction and analysis of the existing reform practice and cases,this paper points out that the street-community system 's reform of urban grass-roots in our country is still facing many practical problems,such as:the street-community relevant laws need to be modificated;the operation mechanism of the streets and communities has not been completely straightened out;there is a conflict of role in street-community level,especially in community;grass-roots people are less aware of the participation in street-community affairs.At the same time,taking Nanjing's exploration and practice in the reform of the street-community system as an example,this paper introduces the overall situation of the street-community system's reform in the whole city,and focuses on the comparative analysis of two specific practices of Xuanwu District and Qinhuai District,which are both under the jurisdiction of Nanjing.On the basis of the above analysis,this paper puts forward the countermeasures to deepen the street-community system's reform of urban grass-roots in our country.First,we should pay more attention to the top-level design,which strengthen the legal system construction of street-community level.Second,each should be placed in its position,we should accelerate straighten out the relationships between each subject of district-street-community.Third,the foundation should be rammed,we should constantly strengthen the urban grass-roots self construction.Forth,we should cultivate public spirit,and focus on enhancing grassroots people's sense of participation in street-community affairs.At last,we should highlight multiple-co-governance,and continuously expand the coverage of social governance at the urban grass-roots level.
