Research On Unlicensed Medicine Management

The practice of unlicensed medicine means that the unit or individual has not obtained the practice license of medical institution without authorization to carry out the diagnosis and treatment activities.The practice of unlicensed medicine not only seriously threatens people's life and safety,but also disturbs the medical market order.Over the years,the National Health and Family Planning Administration department attaches great importance to the fight against unlicensed medicine,the fight against unlicensed medicine is a special action every year.However,the phenomenon of unlicensed medical practice in many areas,including J County,has been repeatedly banned,and the supervision of unlicensed medical practice is still a difficult problem in front of health supervision departments at all levels.Therefore,it is necessary to analyze the reasons for repeated imprisonment for unlicensed practice and to explore more targeted management strategies.Through the methods of literature research nonporous and data analysis,this paper combs 168 cases of unlicensed medical practice investigated by the Health Supervision Department of J County in J Province from 2013 to 2017,including file termination report,the subject of unlicensed medicine and the interview record of patients.Starting with the related concepts and features of unlicensed medicine,this paper introduces the present situation and harm of the practice of unlicensed medicine in J County,combined with the data sorted out in the case of unlicensed medical practice in J County,focuses on the causes of the supply side,the demand side,the supervising party and the medicine supplier of the unlicensed medical practice.Using the theory of governance and drawing on the existing research results,the author tries to put forward more comprehensive and targeted countermeasures.According to the analysis of the reasons for the failure of unlicensed practice,the article mainly put forward four aspects of the governance measures.One is to increase the supply of effective medical services.Reasonable establishment of medical institutions,increase the number of formal medical institutions,strengthen the management of medical institutions,provide quality low-cost medical services.Second,the combination of plugging,persuasion.To improve the working mechanism of the fight against unlicensed medicine,to promote the illegal cost of practicing medicine without a license,to formulate policies according to local conditions,to divert the subject of unlicensed medicine.The third is the participation of multiple entities,improving the governance network.Set up an unlicensed practice supervision point to encrypt and govern the network;encourage citizens to participate together;Encourage the media to participate and play a propaganda and supervision function.Four is the food and drug regulatory authorities to strengthen the illegal sale of drugs supervision.It is believed that these countermeasures can widen the idea of governance,break the original mode of governance,and promote the management of unlicensed medicine by the Health Supervision Department of J County.The possible innovation of this paper lies in:First,there is little research on the practice of unlicensed medicine in J County area,this article tries to study the management of unlicensed medical practice in J County.The article uses the J County 5 years unlicensed Medical practice file first-hand,combined with the author for many years engaged in health supervision work experience,to J County's unlicensed medical treatment more targeted.Secondly,this paper tries to analyze a subject that has long been neglected by other researchers:drug suppliers.The classification of such subjects,the reasons for illegal,and regulatory thinking.Finally in the countermeasures three,encourage the community to participate in the management of unlicensed medicine,try to put forward the administrative report reward system to the field of health supervision.
