Research On Unlicensed Vehicles Management In Wuxi Station Area

The so-called "black cars" refers to the implementation of illegal operation of vehicles with paid service,which did not go through any relevant procedures in the traffic management department,and did not receive any operating license.Unlicensed vehicles and unlicensed motorcycles are the most prominent in the city.For a long time,illegal operating vehicles have spread and spread in cities and towns all over the country,and thus lead to various traffic accidents too many to count,seriously disturbed the normal road transport order,damage the legitimate rights of the regular operation.At the same time,because of drivers' cheating for tourists,the phenomenon of provocation is easy to occur,causing social disputes and cases of public security,pose a serious threat to personal and property safety of the masses,and then affects social stability.We must realize that the problem of unlicensed vehicles is always one of the hidden dangers of public safety in society,and the governance action of unlicensed vehicles is always an important measure for the government to perform its functions.In order to perform the functions of the government,the relevant law enforcement departments have intensified their efforts to strike unlicensed vehicle in recent years.They are concentrating on special action to combat the illegal operation of unlicensed cars,but most of them have little effect.Law enforcement departments have a series of problems in dealing with unlicensed vehicles,such as difficult to investigate andpunish,difficult to obtain evidence,difficult to punish and difficult to recover.Law enforcement departments are still in a dilemma in dealing with unlicensed vehicles,and the government still has a long way to go in dealing with unlicensed vehicles.In order to solve this problem,this paper takes the status of Wuxi station area as an example,based on the public management theory,starting from the formation of the unlicensed vehicles,analysis of various social instability factors caused by unlicensed vehicles,study on the legal basis and theoretical basis of governmental control of unlicensed vehicles,in-depth analysis of the main difficulties encountered by the government in the process of dealing with unlicensed vehicles,and finally put forward some effective strategies for dealing with unlicensed vehicles,hoping to provide good experience for governments at all levels.The main contents of this paper are as follows:Introduction.At the beginning of the paper,the significance and background of the topic selection are introduced in detail,and the research ideas and methods are put forward.The main contents of the paper are summarized,and the innovation and shortcomings of the paper are expounded.Chapter 1: Conceptual basis of relevant theories.Starting from the definition of "black cars",this paper introduces what is unlicensed vehicles and what types of unlicensed vehicles are,analyses the social reasons for the emergence and existence of unlicensed vehicles,clarifies the social harmfulness caused by unlicensed vehicles,arouses people's thinking,leads to the necessity why the government should vigorously control the illegal operation of unlicensed vehicles,and expounds the legal and theoretical basis for the government to control unlicensed vehicles.Chapter 2: Analysis of the current situation of unlicensed vehicles control in Wuxi Station area.Taking Wuxi Station Area as an example,this paper analyses the regional distribution,personnel attributes,existing situation and treatment effect of unlicensed vehicles,which has a high degree of authenticity and representativeness.Chapter 3: Empirical research on the predicament of unlicensed vehicles.Starting from the actual situation of Wuxi station area,this paper concludes that the predicament of unlicensed vehicles control lies mainly in the main body of lawenforcement,the object of law enforcement and the environment of law enforcement.Chapter 4: According to the local unlicensed vehicles management situation,the countermeasures are put forward.According to the actual situation of unlicensed vehicles control in Wuxi Station area,the author summarizes the relevant treatment experience and puts forward several targeted and effective countermeasures and suggestions for unlicensed vehicles control,hoping to provide help to other cities and regions in China.Conclusion.This paper summarizes the whole research and elaborates the results of this study.
