Study On The Mode Of Collaborative Governance In The Rural Public Affairs

With the development of rural economy and society,the appeal of the public interests has gradually diversified,and rural public affairs are becoming more and more complex.Traditional government management,market and self-governance can't effectively solve the wicked problems in the public affairs.As a governance mechanism of public affairs,the mode of collaborative governance can solve the complicated problems.This paper argues that collaborative governance is a kind of institutional arrangement,which is the process of realizing the public interest through multiple subject.Only by understanding the behavioral logic of multiple subject can we better know the cooperation.The paper tries to build an analysis framework of environment-actors-governance process.The analysis framework makes actors as the beginning of interpretation and focus on the interactive actions of the actors.At the same time,based on the analytical framework,we take farmland irrigation in M townships,Heilongjiang Province as an example to deepen the understanding of cooperation.This paper points out that the cooperation between government and citizen cooperation is not a spontaneous order,but a construction process.The reasons why actors choose the mode of cooperation are that the single governance body can't solve the wicked problems effectively,it meets the interests of the actors and can achieve win-win results,and the co-governance model is also the inevitable requirement of publicity diffusion.The core purpose of this article is to discuss how the existing co-governance works effectively and how it is designed.Through the case study,we find that the sharing of power and responsibility,supervision and sanctions,dialogue and negotiation,autonomy and sharing are the basic principles for the effective cooperation.These principles are complementary to each other and constitute an organic whole.It is worth pointing out that the cooperation can cultivate public spirit,build a harmonious order at the grassroots level and achieve good governance.Finally,this article hopes the model of collaboration can be applied to more rural public affairs governance,provides a reference for solving the problem of public affairs,and raises the level of rural public affairs governance in China.
