Rural areas are extremely important in rural dual structure, which development is related to the progress of the whole country. Agriculture belongs to a weak industry, which not only to overcome natural difficulties, but also to accept the market test, and thus have a higher dependence on public goods. Because the quality of public goods can improve the market competitiveness of agriculture, promote agricultural restructuring and upgrading, thereby increasing farmers’ income.With the economic and social development, dynamic rural public goods demand and static allocation of functions caused low efficiency of public services, fragmentation leads to isomorphic responsibility, rigid system cause barrier islands of information and other issues become increasingly prominent. In desperation people have to acknowledge this fact: single governance body has been difficult to respond effectively to the needs of the rural masses of public goods. Thus, people put their hopes on the transformation of governance:for governance body, transition from a single government body to government, NGO, private organizations and individual citizens; for organizational structure, as much as possible minimize the intermediate level, transition to the flat network; for the power operation mode, transition from the "command-obedience" to " equal consultation "; for governance, transition from fragmentation to the collaborative sharing. People try to optimize the integration of resources to achieve this change, thereby improving the efficiency and quality of the supply of rural public goods.On the basis of finishing the existing literature, the paper analyzes and defines the core concept of public goods in rural areas and collaborative governance connotation and denotation. At the same time combined with the status of rural public goods governance, put forward some propositions about collaborative governance of public goods in rural areas, which improve public value as the core and meet the needs of farmers in rural public goods-oriented. On this basis, the article starts on according to the logical thinking "What - Why - how about - how to do "The perspective of collaboration with the supply of rural public goods refers to two or more of the governance body, in order to improve the supply of rural public goods-oriented, persist equal consultation, mutual trust and mutually beneficial ideas, within the same institutional framework taken formal or informal joint action. In the horizon of rural public goods, the main reasons of collaborative governance of rural public goods are information silos, isomorphic responsibility, inefficient supply that produced by the information asymmetry and fragmentation. Resource dependence theory, transaction cost theory and holistic governance theory from different dimensions and levels provides theoretical support for collaborative governance of rural public goods model.Utility is a key factor in the collaboration supply of public goods in rural areas. But from a different perspective, the assessment of utility is different. The article describes the utility of collaborative governance of rural public goods from efficiency, effectiveness and overall utility of collaborative governance body.Collaborative governance is reflection and revision to the traditional public administration and new public management, integration and coordination is its basic meaning, emphasis on ideas, information, business processes, mechanisms and technology integration and coordination based on the complementary advantages, resource sharing. Complementary advantages and the sharing of resources is the prerequisite and basis for collaborative governance, which is the fundamental driving force that promote resource across the "rigid boundary" restraint. Information sharing is a core element of collaborative governance. Villagers’ demand-oriented favor a reasonable division of labor, clear responsibilities. Trust is an important mechanism of social capital to achieve collaborative governance; technical cooperation is an important means of promoting the smooth governance.
