Research On The Governance Mechanism Of Urban Community Public Affairs From The Perspective Of Collaborative Governance

Community is the basic unit of social governance,and the construction of social governance community is inseparable from the practice and exploration of grassroots.Shanghai,as the representative of the national megacity,in the context of high-speed urban operation,rapid population flow,accelerated economic restructuring,and profound changes in social group structure and organizational structure,it is urgent to improve the urban community grassroots governance system,innovate the governance mechanism of urban community public affairs,so as to further enhance the ability and level of grassroots modern governance.This paper mainly defines the concepts of community public affairs governance,and epidemic prevention and control.This paper is based on the theory of collaborative governance and social governance,takes P community in Shanghai as the empirical research object.This paper makes a concrete analysis of the cases of public affairs collaborative governance of epidemic prevention and control in P community.Through a large number of in-depth interviews,it analyzes that P community takes the party organizations in residential areas as the core.The specific practices and problems of residents committee,owners committee and property service enterprises participating in epidemic prevention and control under the guidance of Party construction mainly include: first,in terms of system and mechanism,there is a "small horse pulling big cart" with unequal rights,responsibilities and interests;secondly,in terms of resource allocation,there is a shortage of public health resources and professional resources;thirdly,in terms of team ability,there are many subjects of governance,lacking in comprehensive management ability and level;fourthly,in terms of concept consciousness,there is a lack of public consciousness and public spirit of the masses;fifthly,in terms of policies and regulations,there is a lack of laws and regulations,policies and systems.On this basis,through combing the domestic and foreign experience of urban community public affairs governance,this paper puts forward some innovative suggestions on the governance mechanism of urban community public affairs,that is,to strengthen organizational collaboration,establish and improve the leading mechanism of Party building;Strengthen the coordination of forces,establish and improve the mechanism of joint prevention and control,mass prevention and mass governance;Strengthen information collaboration,establish and improve the "digital governance" mechanism;Strengthen the coordination of resources,establish and improve the mechanism of resource integration;Strengthen the standard coordination,establish and improve the incentive evaluation mechanism;Strengthen the concept of collaboration,establish and improve the community spirit cultivation mechanism.
