A Study On The Long-term Mechanism Of The "Five Water Co-governance":A Perspective Of Modernization Theory

With the development of Zhejiang's economy into a new period,Zhejiang's economic restructuring and industrial upgrading of the pressure is growing.2013,Zhejiang Province,the full push of the "five water co-governance",hoping to water governance as a breakthrough,forcing economic restructuring and upgrading.More than four years,many places of water governance has achieved great success.Some places even initially completed the initial goal of water governance,began to gradually shift to a new stage of water governance,that is,to explore the establishment of water governance long-term mechanism of the stage.These exploration of establishing long-term mechanisms,because of lacking of time test and theoretical validation,can ‘t be known whether really long-term.This article revolves around such a problem,from the perspective of modernization theory,through the definition of the meaning of long-term mechanism,to establish a reference analysis framework.And then based on this analysis framework,take Pu Jiang County as an example,study and analysis the initial stage' s long-term mechanism of the "five water co-governance" which have established.The main body of the article can be divided into three parts:Part 1: According to some of the classic discussion about modernization theory,define the long-term mechanism should have the meaning.The core of the long-term mechanism is the mechanism and long-term.Whether the mechanism can be really long-term,is relation to the flexibility of the institutional structure.Institutional structure flexibility comes from the specific arrangements within the system and the interaction with society.Based on this understanding of the long-term mechanism,and Combined with the actual Pujiang County,to determine the five basic aspects of this paper to analyze the long-term mechanism of the ” five water co-governance ”.Part 2: After determining the basic framework for the analysis,this paper investigates and analyzes the water control mechanism and its structural flexibility before and after the "five water co-governance".Comparing the water governance before and after,you can summarize the major reasons of success in Pujiang County.The place where there is no change is compared with the meaning of the long-term mechanism,which can find possible defects and problems.Part 3: At last,this article from the central system level,discusses the problems existing in the construction of long-term mechanism of the "five water co-governance".Found that these problems are actually buried in the depths of the central system.Just because of sports governance,these problems highlighted.So,the solution to these problems is not easy at the county level.It must be associated with the modernization of the state governance system and governance capacity.
