Study On Community Governance In Yancheng City From The Perspective Of Governance Modernization

Urban community is the basic regional unit of the country and society,and the basic unit of the city,which deeply influences the development of the city,the life of the residents,the trend of economy and the stability of the country.Urban community governance is the eternal theme of urban work,strengthening urban communitygovernance and services play an important basic and fundamental role to improve the level of urban governance.For more than 60 years,China's urban grass-roots social management system has realized the transformation from unit system and street dwelling system to community system since the founding of the people's Republic of China.In particular,the third Plenary session of the 18th CPC Central Committee put forward a major strategic task of "promoting the modernization of the national governance system and governance capacity" and "innovating the social governance system." It marks the systematization of the theory and practice of the Party and the state on the social governance.Under this background,giving full play to the positive role of community governance in social governance is an important link for the Party and the state to improve the way of governing the country and consolidate the foundation of the ruling at the grass-roots level.Yancheng City is located in the eastern coast of Jiangsu.It is the largest city in Jiangsu province and second of the population.Its urban community construction has started since 2003.It has experienced the stage of large urban community from small to large and weak.The guiding ideology of community construction in big cities has also achieved great achievements.At present,the basic projects of Yancheng City city community division,operation mechanism,infrastructure,service system and security mechanism have begun to take shape.It has made great contributions to strengthen urban management,public service,demolition and resettlement,livelihood security,social stability,etc.,but because of the short time of community construction in Yancheng City,and the construction of the community in the community.There are still some problems in the establishment of urban community construction,which makes the construction of urban community lagging behind the rapid development of economy and urban construction,and the new challenges to community construction are put forward by economic development and social system reform.Taking Yancheng City metropolitan area as an example,this paper makes an in-depth investigation and study on the present situation of community construction in Yancheng City metropolitan area.,through methods like looking into materials,visiting,communication and so on,this paper analyze and research on the problems existing in the City's Community Construction and Urban Governance at present from basic-level first hand materials,such as the core role of the community party organization is not obvious,the grass-roots government is too strong,the community service demand and supply are not matched well,and the pluralistic and co-treatment is not balanced.,and reference to the mature theories and practice practices at home and abroad,this paper studies and puts forward the organic integration of community construction administration and autonomy according to the existing theoretical basis,guiding ideology and innovation trend,and draw up the principles of community construction in Yancheng City metropolitan area,which are giving full play to the leadership core role of grass-roots party organizations and the leading role of grass-roots governments,people-oriented,serving residents,democratic consultation,governance according to law,enhancing hardware and software at the same time,and some suggestions are put forward to solve the problem,which are draw a clear line between government functions and community construction,strive to create an atmosphere of interdependence between communities and residents,strengthen the construction of various social organizations in communities,establish funding channels,and strengthen community infrastructure,and the theoretical basis for the implementation of the community construction task and the realization of the community governance objectives is provided..
