Research On City Community Governance Under The Background Of Modernization In Baoding City

With the introduction of national governance of modernization philosophy, there is a growing number of attention to national management and social governance from political and academic circles. Urban community governance, as an important part of social governance, is closely linked to the people’s lives, and it is also the main reflection of national governance capacity, thus its governance is also highly valued.This paper is carried out according to the typical path of empirical research, and the specific path is: problem posing â†' theoretical basis, foreign experience and analytical framework â†' empirical research â†' reason analysis of existing problems â†' suggestions. The study has first reviewed the macro background of modern urban community governance, raising the core issues in this study, and based on theoretical carding and the carding of literatures, it has proposed elemental analytical framework of concept of modern urban community governance, as well as its legal and conceptual climate. The elemental analytical framework proposed in this study will be taken as a theoretical basis and frame foundation for subsequent empirical testing of this study. Furthermore, the study will validate elemental analytical framework presented in this paper through field research of Baoding city community governance, and the research results show that: people living in the community, community workforce, community resources, and multiple main factors will affect the community treatment significantly. At the same time, the present study has further enriched the research findings and test results using structured interviews. Overall, the empirical analysis has proven the rationality of elemental analytical framework of this study. In addition, based on field surveys and observations, this paper has summarized the problems existing in current community governance, and has made in-depth analysis of the reasons for problems. Finally, on the basis of the research findings, combined with China’s national conditions, this study presents a series of recommendations to promote modern urban community governance so as to promote the development of urban community governance.Specifically, this study is consisted of five parts, namely five specific chapters. The first chapter is introduction, focusing on the research background, significance, domestic and foreign literature review, research path, method and research and innovation; The second chapter is the theoretical basis of community governance and foreign empirical analytical framework, mainly focusing on the theory of community governance, the overview of the experience of foreign community governance, and it has proposed elemental analytical framework of community governance. The third chapter is the empirical research of Baoding city community governance actuality, mainly conducting field research of questionnaires and interviews in Baoding city community, and testing the scientificity of elemental analytical framework of community governance proposed in this study using statistical analysis and structured interview analysis. The fourth chapter is the reason analysis of existing problem in Baoding city community governance, making an in-depth analysis of the causes for existing problems in Baoding city community mainly combined with survey results analysis. The fifth chapter is suggestions of urban community governance, and combined with the strategic goal of national governance of modernization and our special conditions, it has proposed a series of suggestions which help to improve urban community modernization from five dimensions, namely, philosophy, system, resource, staff and governance body.Innovations of this paper include two main aspects: one is the innovation of analytical framework. Based on the carding of theory and literature, this study has proposed the elemental analytical framework of modern urban community governance. The other is the innovation of research methods, and a combination of quantitative and qualitative analysis methods is used to analyze the problems existed in Baoding city community governance.
