Research On China's Leadership In The New Eurasian Land Bridge Law Enforcement And Security Cooperation Mechanism

Security is the most basic requirement of human existence and development.With the deepening of industrialization and globalization,security linkage in all countries has been strengthened,non-traditional security issues such as terrorism,cyber crime,transnational organized crime and new types of crime are becoming more and more prominent.China's development needs a safe and stable international environment.Xi Jinping has expounded and advocated China's concept of "A Community of Shared Future for Mankind" and new ideas of global governance many times in China and abroad,and promoted the new security concept of "Common,Comprehensive,Cooperative,Sustainable" to the world.Uphold this philosophy,China actively participates in and advocates international law enforcement and security cooperation,and closely coordinates with the implementation of "the Belt and Road Initiative" through the innovation and improvement of law enforcement and security cooperation.Especially in 2015,China established the New Eurasian Land Bridge Law Enforcement and Security Cooperation Mechanism,which became a new bright spot in international law enforcement and security cooperation.As the found and host country of the New Eurasian Land Bridge Law Enforcement and Security Cooperation Mechanism,China needs to play a leading and guiding role in the mechanism,which reflects China's national leadership.The play of leadership needs through the combination of hard power and soft power two ways.At present,China's leadership in this mechanism is mainly constrained by soft power factors such as discourse power,policing concepts,and values recognition,which are not conducive to China's law enforcement and security cooperation.In the process of implementation of "the Belt and Road Initiative",China needs to exert its leadership in the New Eurasian Land Bridge Law Enforcement and Security Cooperation Mechanism to better protect overseas economic construction,and to safeguard China's legal dignity and national interests more vigorously.Based on the theoretical analysis of the New Eurasian Land Bridge Law Enforcement and Security Cooperation Mechanism with the special perspective of leadership,this paper puts forward the concept of China's leadership in the New Eurasian Land Bridge Law Enforcement and Security Cooperation Mechanism.Through the systematic analysis of the regional security situation,combines with the practice of China's participation in the mechanism,this paper expounds in detail the China's leadership demand in the New Eurasian Land Bridge Law Enforcement and Security Cooperation Mechanism,summarizes the present situation andproblems of China's leadership,and explores the strategy of further promoting China's leadership in the mechanism with a problem-oriented approach.
