"Fairness" and "efficiency" are the eternal themes of human society.In real life,the Anti-monopoly Law represents the pursuit of "fairness" and the "industrial policy" represents the pursuit of "efficiency".Human civilization has unremitting knowledge and exploration on the relationship and coordination between the two.There are many capitalist powers in Europe,Asia and America,for example,the United States,Britain,Germany,France and Japan established a precise anti-monopoly law after the completion of industrialization,and made the law well implemented;Some developing countries in Asia and South America,such as India and Brazil,have been pursuing the anti-monopoly law and its construction in the absence of national industrialization,even though the law has been implemented or shelved,or has not had a good effect.It is still a useful exploration.Through a comprehensive review of the experiences of developed and developing countries,we can see the conclusion that "the economic base determines the superstructure" and "the major and secondary aspects of the contradiction".Looking at the existing socialist regime and the basic national conditions of incomplete industrialization in China,It can be seen that the main contradiction in most areas of our country is still the desire for economic development under the backward economic level,and the strong "industrial policy" and "macro-control" are the traditional and institutional advantages of China's policies.Therefore,it is known that the establishment of industrial policy as the main,anti-monopoly law unified under industrial policy,and to improve the model is in line with our national conditions,the national system,in line with the current economic development cycle of "fair" and "efficiency" objectives of the pursuit of different needs.
