With the accelerating pace of urbanization, the scale of many cities has expanded extremely, and the demand for land for construction has continuously increased, which has led to the increasing scale of land acquisition in urban and rural areas. Therefore, urban construction planning will often lead to the demolition of regional villages. In order to relocate these relocated rural households, demolition and resettlement communities are born.In the resettlement community, most of the residents are demolished farmers, from the original village scattered into a colony, although they lived in a resettlement community, but most of them retain traditional ideas and habits. In the process of urbanization, the residents' ideology and concepts are not modernized, and there are gaps and non-coordination with the modernization of life, leading to certain difficulties in improving community governance. In general, most of the resettlement communities are on the edge of the city where the transportation is convenient and the cost of living is low. Therefore, they are the primary residential choices for the migrant population. As a result, the resettlement community has become a community in which local settled farmers and migrants live. This has resulted in a relatively complex governance of the resettlement community in the urban-rural boundary. In addition, there are unavoidable problems in the governance of resettlement communities, such as incomplete infrastructure, lagging management systems, inadequate community governance residents' participation, and difficulty in changing residents' ideology, which also makes community managers face many challenges.Based on the above background, the paper takes the Taiping community of Tongcheng City as an example to analyze the problems and causes of its governance,in order to provide experience for the similar types of community governance problems that appear in the accelerating urbanization process. This paper is divided into five parts: First is the introduction part of the article, which introduces the writing background and research significance of the paper, and sorts out and summarizes the research literature on the governance issues of the resettlement community in the urban and rural areas. The second part is about the relevant concepts and theoretical foundations of the demolition and resettlement community in the urban-rural area. The third part describes the status quo of governance in Taiping community through a case study of Taiping community in Tongcheng city. This part mainly analyzes the questionnaire survey to understand residents' satisfaction with the construction and management of Taiping community,so as to grasp the current governance status of Taiping community. The fourth part is through interviews with some Taiping community residents,to explore and interpret the problems in demolition and resettlement community governance, including: inadequate infrastructure, backward management system, weak residents' awareness of self-governance,and weak sense of belonging among residents.Urban and rural planning, government perspectives, and residents' perspectives on the causes of the problems were analyzed. The fifth part is on the basis of the previous analysis, combined with relevant theories, from different perspectives to improve the urban and rural areas of the demolition of resettlement communities, put forward targeted countermeasures.
