A Research On The Rural Political Ecology In The Process Of Targeted Poverty Alleviation

In order to help the poor to get out of poverty as soon as possible and build a moderately prosperous society in all respects,China has stepped up efforts to promote targeted poverty alleviation.The strategy of "targeted poverty alleviation" was put forward four years ago and has achieved remarkable results.At present,since China is in the stage of poverty alleviation,targeted poverty alleviation has become a political task.And the political ecology of rural society is the decisive factor in the process of rural poverty alleviation with significant historical significance.Taking the precision poverty alleviation in the process of rural political ecology as the research object,this paper selects a representative village located in the north of west Anhui-D village in J city as the study case,using the literature research and field research method,based on the rural political realities,apply the perspective of ecological theory to study and observe village politics and its law of development in the practice of precision poverty alleviation to analyse.This paper argues that:by analyzing the difficulties and reasons in the practice process of precision for poverty alleviation,the precision of poverty alleviation and rural political ecology have difficulties as follows:First,restrict the role of rural grassroots party organizations,mainly reflected in the rural grassroots party organizational cohesion,lack of combating effectiveness,unscientific organization of grass-roots party organizations,inadequate working mechanism of the rural grassroots party organizations,and inadequate function of the first secretary.Second,hindle the work of the village committee,mainly reflected in the organizational work that affects the village committee's precise identification and destabilizes the authority of the village committee in the village at the same time.The final result is that the problem of poverty alleviation has turned into a problem of village governance,and stabilization work has overwhelmed poverty alleviation work,which is not conducive to the long-term development of precision poverty alleviation work.Third,the uneven distribution of resources.This mainly reflects in the uneven distribution of resources among different villages and the uneven distribution of resources within the village,and the village elites have more access to resources.The following countermeasures and suggestions are proposed to address the political and ecological dilemma in the process of precision poverty alleviation:First,establish a rural grassroots party organization system.By strengthening party building work,optimizing the organization of grass-roots party organizations,integrate party building resources.Second,inspire endogenous forces for poverty alleviation.First,the government should focus on improving the accuracy of policy formulation and implementation.Second,the government should pay attention to spiritual poverty alleviation work.Finally,strengthen the construction of village regulations.Third,diversify governance subjects.Promote the diversification of the main body of rural governance and promote the fair distribution of poverty alleviation resources.Fourth,play the positive role of a county sage in the construction of rural political ecology.Improve the efficiency of precision poverty alleviation work and ensure that the precision poverty alleviation strategy has a good political ecology in the process of rural implementation.
