Research On Behavior Of Government In The Regional Innovation System In Sichuan Province

In recent years, the development of politics, economy, science and technology and culture presents the characteristics of the regional, area gradually become the carrier of the career development; And building and perfecting regional innovation system has been the key to obtain competitive advantage and promote a regional development.Regional innovation system is the organic main body of innovation that is synergy. In this system, the main body plays a different role.especially the government main body,with its special status, has the system function that the rest of main body cannot be achieved.In addition, with the thorough transformation of the government in our country at present, we must recognize that the local government in the role of the regional innovation system, and accurate positioning of government behavior, in order to ensure the benign operation of regional innovation system.Thus, in this paper, the regional innovation system in government behavior is focal point of research to find out how to optimize the government behavior, so as to improve the regional innovative system, improve its ability to innovate, to promote the coordinated development of regional economy and social undertakings.First,This paper carded and summarized the the theory related.to the government behavior in regional innovation system at home and abroad; the paper expounds the definition of government behavior in the regional innovation system, need analysis, positioning and its behavior mechanism;Secondly,on the basis of the existing performance evaluation system of government behavior in the regional innovation system,including evaluation method,paper made a comprehensive review and find out the index system of the existing advantages and disadvantages;Again, according to the principle of selecting evaluation indexes and the existing literature and theoretical support, the paper build a new government behavior in the performance evaluation index system of regional innovation system, and evaluation method for the selection of entropy model; Fourthly,paper applicated entropy method evaluate model to sichuan province from 2008 to 2012 and make comprehensive evaluation of regional innovation in government behavior performance:one is finding out the weight of the evaluation system of higher government behavior indicator; two is the study of changes and trends at evaluation indexes in all levels in the five years.Finally, according to the above evaluation results, we find out the sichuan government problems in building regional innovation system of behavior, and put forward the optimization countermeasures and Suggestions to the government behavior.
