Research On Public Policy Formulation Based On The Letters And Visits Events

In recent years,China's current reform has gradually entered the deep-water region and the key region under the basic background of the new normal of economic development in our country,and new steps have been taken in the reform of the political system.The reform are the constant adjustments to the social structure and social relations.This means that the original pattern of interest relations in the society needs to be re-classified,and the breaking down of interests has made new social conflicts increasingly prominent.The new social contradictions will create new social problems.Behind these problems are the erosion of public interests in fact.When the public's own rights and interests cannot be protected,they will choose to use letters and visits channels for rights protection.To investigate the source of contradictions in letters and visits,we find that many letters and visits events are caused by improper public policy processes.The formulation of public policies as the first stage of the entire public policy process will undoubtedly play a crucial role in the entire policy process.If there are problems in the formulation of public policy,it will not only affect the effectiveness of public policy,but also affect the follow-up policy implementation and other links.Eventually it may lead to public dissatisfaction with a certain public policy,and public policy becomes the trigger for the letters and visits events.Through the analysis of several letters and visits events,it is of great practical significance to improve the entire public policy formulation process to find out the problems existing in the formulation of public policies in specific letters and visits events.Based on the relevant theoretical research,this paper firstly describes the background of the research,the significance of the research and the research status of the topic in the domestic and foreign academic circles,and defines the related concepts of petition and public policy formulation in detail.Secondly,it analyzes the correlation of letters and visits and public policy formulation,this correlation is mainly reflected in two aspects,one is that public policy process is the deep-seated factors of letters and visits events.Another is that letters and visits have the function of influencing the formulation of public policy.At the same time,this paper analyzes the three typical petition events of “Yinchuan Taxi Incident”,“Yunnan Lijiang Migrant Petition Incident”,and “Ningbo Zhenhai PX Project Incident”,respectively,to find out the problems of public policy formulation.It mainly include that policy makers lack of responsibility consciousness in public policy formulation process,ignore the public interest,policy information lack of transparency,the lack of comprehensive demonstration investigation,lack of public participation in public policy formulation process and lack of risk assessment and so on.Finally,based on the aboveanalysis of cases and problems in the formulation of public policy,this paper puts forward the concrete suggestion of perfecting public policy formulation from the main aspects of public policy formulation maker,the contents,the program and the public policy function of letters and visits,so as to provide reference for China's current research on public policy formulation and promotion of scientific decision-making in government departments.
