A Research On The Wuhan East Lake Governance From The View Of Multiple Governance

As special public property,the lake environment directly affects the sustainable development of the economy and society.The East Lake,located in the center of Wuhan,has the beautiful natural scenery and the ancient humanities landscape.However,with the development of economy and urbanization in Wuhan,the East Lake has been badly polluted,which resulted in phenomenon of eutrophication frequently.And then,the East Lake Governance has been launched from 1980 s.Right now some problems that need urgent solution still exist in the running process of the East Lake governance in Wuhan,which have already restricted healthy development of ecological condition.Accordingly,it is significantly important to optimize the system of the East Lake governance in Wuhan for the protection of lake resources and the construction of harmonious ecological relationship between people and nature from the view of multiple Governance.This paper is based on the situation of the East Lake governance in Wuhan.From the multiple cooperation theory,the function of government and the social subjects on the field of the East Lake governance is analyzed.With the domestic and international experience,it is proposed to build optimizing path of lake management,the co-governance system of ACCEPT(i.e.Administration,Companies,Classic & new media,Environmental groups,Public,Technical support institutes)to improve the level of the lake governance,according to the local situation.On the one hand,the local government should be aware of its new function for public service so that makes the management and admittance system of the East Lake better.At the same time,the mechanism of ecological compensation and supervision need to be established urgently.On the other hand,cooperative subjects should comply with their responsibilities.For example,the companies should apply the green operation and management mode;the classical and new media should guide the public opinion;the environmental groups should promote the communication between the local government and social subjects;the public should maintains lake ecological security actively;the technical support institutes should increase the transformation efficiency of scientific research achievements related to lake environmental protection.Besides,it is important to cultivate the public spirit and construct the cooperation network in the East Lakegovernance to strengthen the favorable interaction between the government and social subjects.
