The Research On The Construction Of Capital Developmental Social Assistance System

Since 1996 the minimum living security system was established,lots of social assistance policies have been established and improved.So far,a multi-level social assistance system has been basically established,with the urban and rural minimum living security system as the foundation,the health care,education,housing and other special assistance system matching,the temporary relief,disaster relief as a supplement.The current social assistance has played a very importance role in maintaining the last line of people's most basic survival.However it still has many problems,such as with supplying negative and passive economic compensation after the occurrence of poverty as the main mode of remedial type,so it is difficult to fundamentally help the poverty-stricken population out of poverty.The Civilian Enterprise Reform and Development Outline(2013-2015)put forward that we need to promote the construction of a precision managed,unified between urban and rural areas and developmental social assistance system,which emphasize the ability and skill train of the poverty-stricken population.In this paper I have engaged in the work of social assistance system in Beijing.By summarizing the development history and the present situation of the current social assistance system,analyze the problems and bottlenecks of the existing relief system from the perspective of public policy analysis.On this basis,guided by the Social Policy for Development(SPD),through the comparison of international social assistance system reforms and practices,put forward some countermeasures and suggestions adapting to the capital characteristics,which I hope can be used for a reference for the construction of capital developmental social assistance system.
