Study On The Social Aid To Rural Poor Population In Beilin District Of Suihua Of Heilongjiang Province

Since the convening of the 18 th National Congress,China has formed a strategic goal of building a well-off society in an all-round way.General Secretary Xi Jinping also pointed out that the most arduous task of building a well-off society in rural areas,especially in poverty-stricken areas.Therefore,the elimination of rural poverty,improve people's livelihood,improve people's happiness index has become the focus of the current work.Social assistance must play its due role,considered as the foundation and the key to get rid of the poverty.This paper chooses the Beilin District of Suihua City,which is a poverty-stricken area with typical characteristics in Heilongjiang Province,the rural population is more and the problem of poverty is more serious.In recent years,the Beilin District Government has responded positively to the call of national poverty alleviation,and it has made great efforts to support rural development in the areas of attracting foreign investment and developing agricultural products manufacturing and manufacturing industries,so that the rural areas have achieved good economic benefits and farmers have achieved further results.However,the regional economic development did not completely solve the rural poverty status.Meanwhile,the local citizen are confronted with a serious problems like low educational background,single variety of income source,fewer opportunities of urban development,which all becomes the obstacle of self-development and escape from the poverty.This paper mainly analyze the existing problems in the process of social assistance,through the investigation of the operation of social assistance in rural areas of Beilin District.Lastly it raises opinions and suggestions for the future work of social assistance.Firstly,it explains the related concepts,like what is poverty,how to delimit the poverty line,how to determine the poor people and how to define rural social assistance and other content.In addition,the author analyzes and sums up the relevant theoretical basis of this article,which includes the Marxist theory of the poor people,the Marxist humanitarian rescue cocept,the Marxist`s view of justice and the social well-off development theory.Secondly,it shows the current operation situation of poverty in rural areas of Beilin District through the analysis of the questionnaire,including the minimum living security,medical assistance,education assistance,housing assistance,employmentassistance and temporary relief operation.Also,it collate and analyze the main problems of the current social assistance.Finally,it proposes specific and feasible solutions according to the specific situation of the rural population in Beilin District of Suihua City.
