Premier Li Keqiang put forward an action plan with "Internet Plus" as the core for the first time in Report on the Work of the Government in March 2015.Subsequently,the "Internet Plus" action plan was raised to the national strategic level.The concept of "Internet Plus Government Service" was put forward in Report on the Work of the Government in 2016,putting forward the mode of "Internet Plus Government Service" and promoting to realize the goal of "one ID,one window,one Internet".Governments at all levels have launched the "Internet Plus Government Service" mode for exploration.In the Reports on the Work of the Government of 31 provinces and cities in 2017,the "Internet Plus Government Service" is listed as one of the key tasks of 2017,which indicated that China's "Internet Plus Government Service" has entered a phase of full promotion.Based on this background,the author sorts out the research literature of "Internet Plus Government Service",finding that there is a lack of systematic research on the policy of "Internet Plus Government Service" in China.This paper takes the policy of "Internet Plus Government Service" during 2014-2017 as the object of study,systematically sorts the domestic and foreign literatures of e-government service by using the literature analysis method,defines relevant concepts such as "Internet Plus Government Service",e-government and policy tool theory,and elaborates the research methods such as content analysis and social network analysis.Based on the aspects of subjects,contents and tools of policy,the three-dimensional analytical framework of "X-Y-Z" is constructed to provide support for subsequent research.By using social network analysis and other methods,this paper analyzes the policy subjects and obtains the composition and degree of cooperation of the "Internet Plus government services" policy subjects.Based on the five evaluation dimensions on the platform construction of "Internet Plus government service",which was put forward in 2016 China Internet Plus Government Services Survey Assessment Report released by Professor Meng Qingguo of Academy of Public Administration Faculty,Tsinghua University,it draws the main focus of the current policy and grasps the situation of absence.Aiming at the support of policy tools,it analyzes the policy quantitatively on the basis of text analysis,excavates the usage and actuality of policy tools in China,and finds out the problems existing in the use of policy tools.It comes to a conclusion according to the study of this paper: there are 29 policy-making bodies and 57 policy participants from the perspective of policy subjects;the mean value of cooperation breadth among policy subjects is 2.58;and the intensity is 0.43.Therefore,it is concluded that the distribution of the policy-making bodies is unevenly,the scale of policy participants is gradually increasing,and the policy subjects do not form a strong link of cooperation network and other research results.Secondly,seen from the perspective of policy content evaluation,five first-level indicator fields are involved,while the coverage ratio of secondary indexes is only 68.75%,which indicated that the current policy is not reasonable in the proportion of the evaluation index,the distribution of the content of the policy provisions is unbalanced,and there are policy blind spots.Finally,through the quantitative study,it is found that at present,the utilization rate of supply policy is 78.26%,the environmental proportion is 18.73% and the demand policy is only 3.01%.Thus,it comes to a conclusion that the form of use in the "Internet Plus Government Service" policy tools is single,the cooperation between various policy tools is not good and comprehensive use is not realized,and policy absence on the demand side is especially serious.
