Research On Jiangsu Patent Policy Based On Quality Orientation

As a strategic resource for sustainable economic development,patents have become a core element in stimulating innovation drive,market vitality,and economic growth and efficiency.As a national intellectual property model province,Jiangsu Province has been far ahead of the development of intellectual property.However,the quality of patents in Jiangsu Province cannot sustainable support the strategic objectives of "innovation-driven" and "powerful province of intellectual property rights".At present,Jiangsu Province is in a critical period from "large province of intellectual property rights" to "strong province of intellectual property rights".As the main way for the government to guide the development of patents,patent policy directly affects the improvement of patent quality.Although the patent policy of Jiangsu Province is becoming more and more perfect,there are still some imperfections and incompatibilities in promoting the quality of patents.How to improve the quality of patents through improving patent policy is a practical problem that needs to be solved urgently,and it is also an inherent requirement for accelerating the strategy of Intellectual Property Powerful Provincein Jiangsu Province.Therefore,based on the existing research results,this paper selects 84 patent policies promulgated in Jiangsu Province from 2009 to 2018,and builds a three-dimensional analysis framework of “ policy tools – policy content – policy subjects ”.Then,through the coding and frequency statistics of policy texts,this paper makes a quantitative analysis of Jiangsu Province's policy texts to improve the quality of patents.On this basis,this paper deeply analyzes the problems faced by Jiangsu Province's patent policy in improving the quality of patents,and puts forward a series of Suggestions,which provides reference for the relevant departments to formulate patent policies.
