Research On The Cooperative Participation Of Government And Citizens In Urban Community Governance In China

Urban community is the basic component unit of the society.Community stability is the key factor which influences the national stability.Community governance is an important measure of a country's level of democratization and modernization management.Chinese Communist Party and Chinese government attach great importance to urban community governance.New thoughts of reform have been continuously put forward,more money was invested and favorable policies were provided,meanwhile the active public participation also got encouraged.We saw a primarily progress,however,the effect is not ideal as expect.There are contradictions in all aspects of urban community governance in China for a long time,which mainly because of chaos from pluralistic governance bodies.Among the governance bodies,the relationship between government and citizens is the most typical.In urban community governance,the dislocation of government and citizen,the conflict between values and interests,the unreasonable structure of power,etc.,have certain influences on the efficiency and effect of governance.The negative influence in actuality forced the reform and innovation of urban community governance.The main goal of the economic and social development in the new period involves various aspects of systems which are supposed to be more mature and stable,including the national major progress(should)be made in modern management system and management ability,and come up with an idea of new urbanization in the core of human.The level of city planning,construction and management should be improved.All these goals embodied the country paying high attention to modern governance."World city" theme activities in recent years are mainly around the city governance issues such as innovation and explore the government,society and citizens to participate urban governance,the parties to the principal role and responsibility,especially in the process of realizing the co-construction and sharing of the city government reform and management innovation path.This article takes the urban community governance as the main line,in the perspective of collaborative governance,using basic theory of governance theory,civil society theory,coordination theory to review the development process of urban community governance in our country,summarized four aspects of difficulties consist in government and citizen during the process of the urban community governance: main body equality in collaborative participation,interests coordination,resource integration,joint action the plight of four aspects.This paper analyzes the deep reasons that causes trouble,the first is the driving force factors,and the second is resource sharing factors,the third is a collaborative interaction factors.Through the urban community governance during citizen and government jointly participating the process and provides problems and causes,combining the reality of our urban community governance development requirements,this article has put forward suggestions and countermeasures for resolving the plight of urban community governance with government and citizen joint participation.It provides a new idea for the systematic study of urban community governance and the development of grassroots democratization.
