The Study On The Innovation Of Ethnic Community Governance Mode In Lanzhou City

The report of the 19 th Party Congress made “Strengthening and Innovating Social Governance,Safeguarding Social Harmony and Stability” as an important part of the socialist ideology with Chinese characteristics in the new era,New arrangements have been made for “joint development and sharing.”New arrangements have been made for ” joint development and sharing.” The core of social governance is at the community level,enhancing the professionalization and delicacy of social governance requires the use of the community's key role in social governance,especially in urban ethnic communities,improving community governance modes,coordinating the relationships between the various communities,and promoting social progress and development are important measures to achieve social stability,safeguard national unity,and safeguard people's rights and interests.Xiyuan Street in Lanzhou,the capital of Gansu province,is an urban ethnic community with significant religious beliefs and rich ethnic culture in the northwest region of China.This thesis focuses on the community residents in Xiyuan Street,and aims at obtaining relevant data through questionnaire surveys and interviews.It summarizes the current situation and ethnic characteristics of Xiyuan Street community,analyzes the existed governance modes and characteristics and combines related data.The analysis of the characteristics in the current operation of the community governance mode shows some problems,such as excessive administrative tendencies,weak management teams,inadequate public services,insufficient participation of residents,and lagging management of floating population.Therefore,it is based on the theory of ethnic equality,harmony of social governance,and multi-center governance theory,starting from the five development concepts of “innovation,coordination,green,openness,and sharing”,improving management mode of community basic level,actively guiding,promoting the coordinated governance of multiple entities,optimizing the structure of community teams,implementing community precision services,guiding residents to participate in management,and establishing multi-level service platforms for ethnic minority mobile populations.At last,the ideal of "people-oriented concept and serve to the people" is built,accompanied by a multi-subject cooperation and governance of fine governance mode.
